Treasury revises guides for state procurement

The government yesterday unveiled new standards for infrastructure procurement and delivery management to be rolled out to all state organs that are subject to the Public Management Finance Act with effect from July 1. The National Treasury said the standards would become applicable to all municipalities and municipal entities during their 2016/17 financial year when their councils adopted new supply chain management policies.

“These standards establish a control framework for the planning, design and implementation of infrastructure projects and infrastructure procurement, and also establish the minimum requirements for infrastructure procurement and the management of the supply chain associated with infrastructure,” the Treasury said, adding that it introduced the standards after identifying an urgent need to separate supply chain management requirements for general goods and services from those for infrastructure delivery to improve outcomes. It said the chief procurement officer developed and published the standards in consultation with stakeholders after comments from the public and provincial treasuries.
