SIU investigates National Skills Fund amid corruption concerns

The Minister of Higher Education, Nobuhle Pamela Nkabane, has welcomed President Cyril Ramaphosa’s proclamation authorising the Special Investigating Unit (SIU) to probe the National Skills Fund (NSF), amid growing concerns over possible mismanagement and corruption.

The proclamation, signed by the president, allows the SIU to investigate allegations of maladministration, improper conduct, and the misuse of public funds allocated to the NSF.

The investigation will focus on procurement processes, contracting for training programmes, and the appointment of implementing agents.

Dr Nkabane, who also serves as the Executive Authority of the NSF, confirmed that a meeting has already taken place between the SIU and the fund’s leadership.

“I wish to confirm that a meeting between the SIU and the National Skills Fund has already taken place wherein the NSF was served with a letter of intent by the SIU,” she said.

“This meeting provided an opportunity for a full brief on the scope of the investigation and what will be required from the entity.”

The inquiry will investigate conduct from January 1, 2013, to March 28, 2025. This will encompass additional projects highlighted in Parliament, as well as media exposés, with a focus on potential wrongdoing by suppliers and service providers.

Minister Nkabane assured the public of her department’s full cooperation.

“The National Skills Fund is a law-abiding entity under my department. It has a duty to comply with the laws of our country and thus will fully participate and make available all necessary information to the SIU,” she said.

“This we will do, not only because we are obliged by the law, but also because we believe it will allow the SIU to do its work with ease.”

She expressed hope that the investigation would help reposition the NSF as a “catalytic change agent” for South Africa’s youth.

“We also believe this investigation and its outcomes will set the NSF on a new trajectory,” she said.

The National Skills Fund is a key vehicle for advancing youth empowerment and addressing critical skills shortages in South Africa.

According to the minister, the fund remains committed to driving development and unlocking the potential of the country’s workforce.
