Speaker’s car bought legally: Aganang

The Aganang municipality, in Limpopo, has denied any wrongdoing in buying a R490 000 Audi Q5 for its Speaker. “All the necessary procedures were followed when the car was purchased,” said municipal spokeswoman Disree Manyane. “The council took a resolution where they all agreed to buy the car. All proper channels were followed.” The Democratic Alliance claimed the car was bought without the council's approval. “This is despite the enormous backlog of service delivery within the municipality,” DA provincial leader Jacques Smalle said in a statement. “The council was not notified about the purchase and the tender was not even advertised, which is a clear violation of MFMA (Municipal Finance Management Act) regulations.”

He said that according to the MFMA, there had to be a written quotation which stipulated the conditions of the purchase, but that this did not happen. However, Manyane disputed this, and said a resolution was taken in a council meeting at the beginning of the year. She said the purchase was made in compliance with a SA local government association circular on determining the upper limits of salaries, benefits, and allowances for councillors.
