Health minister sick of Limpopo rot

The Limpopo Health Department was plunged into financial turmoil because of the tender rot and the flouting of Treasury regulations. So said Health Minister Aaron Motsoaledi in Polokwane yesterday. He told journalists the department had no supply-chain management policy in place. As a result, the province also suffered. Motsoaledi said health-care services had collapsed because public funds were not being used properly. Health is among five provincial departments that were placed under national administration in December for financial mismanagement and maladministration. Motsoaledi said the provincial department had previously contracted incompetent service providers to repair boilers.

He said 38 boilers at 19 hospitals were damaged because they had not been maintained. This had caused theatres in those hospitals to close down. “We can no longer agree to live in a country where health care has been replaced by ‘tender care’ – where a tender has become the most important thing,” said Motsoaledi. Auditor-General Terence Nombembe previously said the department was unable to explain how it had spent R2.3 billion through tenders and contracts it had awarded. “There are [items] in Limpopo, they were so inflated, they were charged 100 times,” said Motsoaledi. The department awarded contracts illegally last year with an inflated figure of R176 million to companies owned by expelled ANC Youth League president Julius Malema’s allies.
