City official faces ‘R70m fraud’ hearing

The City says a disciplinary hearing has been constituted against one of its administrators, Paul Hatting, who was arrested for alleged fraud of R70 million. He allegedly awarded tenders to his company, his wife’s company and his girlfriend’s company between 2008 and 2014, the Hawks said. Hawks spokesperson Hangwani Mulaudzi said the unit in the Western Cape was made aware of the fraud in 2014 and an in-depth investigation ensued, leading to the arrest of Hatting, Simoney Ulanda Hatting (his wife) and Esmeralda Plato, who is believed to be Hatting’s girlfriend. He said the three companies – Cosmic Gold 532, Cosmic Gold 517 and TTANIC Trading – were awarded tenders to supply the City with cleaning materials as well as refuse bags. Each tender cost between R900 000 and R45 million.

Deputy mayor Ian Neilson said: “The law must now take its course. The City will not tolerate fraud, corruption or dishonesty of any kind, and we will continue to do our utmost to ensure that public funds are accounted for.” Hatting, along with his wife and girlfriend, were released on R50 000 bail each after they appeared in the Bellville Commercial Court for fraud and corruption charges. Hawks national head Lieutenant-General Mthandazo Ntlemeza said members would continue to deal decisively with corruption – without fear or favour. “I had stated on my first day in office that I would impose 500 percent transparency and adopt zero tolerance for corruption. It is an ill that has to be removed from our midst as it denies our people what they rightfully expect from government. Those who are involved or intend to get involved must beware.” The three will appear in court on March 17.
