Bids are hereby invited for the following: Appointment of an Independent Service Provider (ISP) for the technical review of 2023/24 Annual Financial Statements of the guardian’s fund, president fund and the justice administered fund within the Department of Justice and Constitutional Development. Scope of work: DOJ&CD intends to appoint a service provider with sufficient knowledge and experience in the preparation and review of Financial Statements to provide the funds with recommendations to ensure that financial statements are fully GRAP compliant. The scope of work will include: - Evaluating the quality of the financial reports; - Reviewing the reliability and integrity of the financial information compiled by the organization; - Evaluating the reasonableness of estimates and assumptions used in preparing financial reports; and - Ensuring that all applicable GRAP standards have been considered when preparing the financial statements. Reporting, Independence and Objectivity: - The Independent Service Provider (ISP) will report to the Chief Directors of the respective Funds (Third Party Funds and Financial Accounting and Reporting); - The ISP will be required to plan, execute and report on the engagement; - The ISP is expected to execute duties in an efficient, effective and cost-effective manner; - The ISP should maintain objectivity and independence in the discharge of the engagement; - The ISP will be required to produce a report and presentation with their recommendations on the review of the financial statements. The report and presentation must be presented to the Chief Directors within seven (07) working days from the agreed commencement date.
