Tenders are hereby invited for the appointment of a service provider for the design, engineering, equipment supply, installation, commissioning of solar PV power system and post handover support and maintenance to the Client for a period of three (3) years. Scope: The project shall be a turnkey full-scope EPC that includes design, engineering, equipment supply, installation, commissioning, successful handover of a complete, functional Hybrid Solar PV power system. The Hybrid Solar PV power system shall be comprised of 200kW peak roof-top solar panels, 200kW Hybrid Inverter, and a storage Lithium-ion battery with two (2) hours of backup power capacity. The system shall comply with relevant regulatory requirements and standards, its aftermarket support and maintenance for a period of three years from the date of handover. The system handover will be accepted by the Client after all administrative and technical issues have been rectified and the system is operational. The Hybrid Solar Photovoltaic (PV) system shall be configured to supply the NNR Head Office with solar energy during the day as the preferred power source. The system shall optimally combine energy from solar panels, municipal grid, and batteries to ensure uninterrupted power supply to the Client building at all times. When solar power is not available, the supply shall be sourced from the battery bank. When the battery bank reaches minimum capacity, the supply should be sourced from the municipal electricity grid. If all other sources are not available, the system shall send a start signal to the diesel generator (300kVA, 400V) for it to start and supply power to the loads and charge the batteries. The diesel generator must operate as a last resort on all scenarios.

Proposals are hereby invited for a Consulting firm to prepare National Off-Grid Rural Electrification Master Plan and Rural Electrification Policy for Guinea-Bissau/Fully Integrated Electrification Plan. Scope: 1. Off-Grid Rural Electrification Policy: - Evaluate existing rural electrification initiatives, energy access levels, and infrastructure to identify gaps and opportunities; - Conduct consultations with government entities, private sector participants, donor organizations, and local communities to gather insights and ensure alignment with national development goals; - Develop policies that encourage least-cost, integrated planning, considering various electrification options such as grid extension, mini-grids, and stand-alone systems that take into consideration best practices in the Sub-region and worldwide and the national context; - Propose institutional and regulatory measures to facilitate private sector participation, ensure quality standards, and protect consumer interests; - Propose innovative funding mechanisms and financial incentives to support rural electrification projects, including subsidies, grants, and public-private partnerships. 2. Fully integrated Electrification Plan: - Predict future energy needs based on socio-economic trends and development plans. - Utilize geo-spatial modeling to determine the most cost-effective electrification options for different areas; - Create multiple scenarios to compare the feasibility and sustainability of grid extension versus off-grid solutions; - Develop a phased approach for electrification, including timelines and resource allocation. 3. National Off-Grid Rural Electrification Master Plan: - Prioritize areas for electrification based on socio-economic factors and potential for development; - Evaluate suitable electrification technologies (grid extension, mini-grids, solar home systems) for different regions; - Develop a detailed investment plan, including cost estimates and potential funding sources.
