Tender demands not setting precedent

The ANC in eThekwini region had not set a precedent for organised groups to approach it to demand to be given tenders by the metro municipality, regional secretary Bheki Ntuli said on Monday. Ntuli made the comments after a press conference hosted by eThekwini municipality and Delangokubonga Business Forum. The forum bas been threatening municipal workers, demanding to benefit from tenders awarded in electricity and water services. Their action resulted in municipal workers being unable to respond to complaints, and armed metro police had to accompany them to attend to urgent faults. At a press conference at ANC offices, Ntuli said they had received concerns from the group about not getting opportunities in the eThekwini municipality. Ntuli also said it had been agreed that the municipality would facilitate workshops and training for the group so that they could be developed in order to participate in tenders after following processes.

“It was all about black economic empowerment, and that is what we, as ANC, are encouraging,” he said. Regional chairwoman, Zandile Gumede, said they had intervened after the city came to a standstill. “We said this city is led by the ANC, so we had to listen to them,” Gumede said. However, she said no written agreement had been reached with the forum. Mayor James Nxumalo applauded the ANC region for their intervention, saying they had provided leadership. He said it was important issues were resolved without resorting to disruptions and provision of services being affected. “We will see to it that we empower our people without violating any policies or legislation,” Nxumalo said. The forum’s Nokubonga Zulu welcomed the gesture from the ANC and also apologised for the disruption of services that affected stakeholders and communities. The South African Municipal Workers Union’s Khulekani Shezi also thanked the ANC for intervening.
